Morelia, Michoacán, October 28th 2015. UVAQ, Santa Maria Campus. At a press conference, the authorities of the Vasco de Quiroga University : Raul Martinez Rubio, President and Jose de Jesus Castellanos Lopez, Academic Dean, welcomed Juan Carlos Romero Hicks, Politician and Mexican Educator, who was invited to hold meetings with the educational community from this college and people involved with higher education in Michoacán.

Raul Martinez Rubio, UVAQ’s President explained that "We have invited Senator Juan Carlos Romero Hicks, for him to dialogue with students and teachers. He has an extraordinary experience in the area of education, having been a teacher, the president of the University of Guanajuato, President of CONACYT, Governor of the Guanajuato State, and today we are privileged to have him with us at UVAQ. We have invited the principals and presidents of all private and public universities to dialogue with the Senator because it is necessary that we soon have an amendment to the law on higher education, given that the last educational reform only impacted on basic education and somewhat on the high school system, but for higher education today, with this fast-developing world of globalization, it is necessary to have a law according to our time. I think he is an important communication channel for the promotion and update in the Senate of both the law governing public institutions and the rule that applies to private institutions like ours, which is just an administrative agreement internal to the Ministry of Education and that somehow excludes us as private institutions from many of the things that shou ld be supported for the development of our country in the field of education”.

On the other hand, Juan Carlos Romero Hicks, Senator for the State of Guanajuato, current member of the LXII and LXII Legislatures where he is Head of the Education Committee, responding to various questions raised by the media, exposed that "throughout the world, when it comes to the issue of education, the four most relevant variables usually are: coverage, quality, equity and relevance. In this sense, Michoacán is a piece of the soul of Mexico, it is very important, and certainly there are many areas of opportunity. Coverage, from a formal point of view, should be compulsory from kindergarten, primary and secondary, from 2021. Coverage will be also mandatory for the high school level and there is a significant lag, especially in adults who have not completed secondary education, and it will become even more aggravated in 2021 by the imperative of the Constitution.
